Study on Electrification of the Tunisian Post Office’s Fleet

Commissioned by GIZ (the German Agency for International Cooperation), in collaboration with ANME (the National Agency for Energy Control) and MEMER (Ministry of Energy, Mines and Renewable Energies), the objective of this pre-feasibility study was to define and evaluate renewal options for the Tunisian Post Office’s fleet, more specifically for replacements by hybrid or electric vehicles.

Following the development of an international benchmarking illustrating the strategies followed by various Post Offices around the world in terms of non-conventional vehicles and renewable energies, the strategic analysis proposed by Ubiquity Consulting focused on different vehicle segments belonging to the Tunisian Post Office’s fleet. A set of works, scenarios calculations and estimates (greenhouse gases emissions, cost of ownership of vehicles) was developed by our experts to determine the economic, social and environmental return after fleet renewal, as well as to determine the potential implementation of electric vehicles within the Tunisian Post Office’s distribution or sorting facilities nationally. In order to foster the organisation’s sustainable growth and reply to a potential increase in energy demand, scenarios for vehicles were complemented by scenarios for photovoltaic installations for implementation in facilities nation-wide.

The information gathered in this pre-feasibility report should enable the concerned ministries to make informed decisions in terms of introducing non-conventional vehicles in Tunisia (and more specifically in the Tunisian Post Office’s fleet) and promote the use of renewable energies on the national territory. A number of recommendations concerning the regulatory framework, the import of non-conventional vehicles or even self-production and self-consumption of electricity were formulated, which may serve in the future as references for upcoming legislations on energy transition and sustainable mobility in Tunisia.
